To support vessels transferred to foreign navies, the US Navy has outsourced much of the FMS ship transfer process

The BAV team is a consortium of 12 industry leaders each bringing extensive experience with foreign military sales (FMS) to the production of military warships. BAV provides wide experience of all classes of ship and systems that have been or will be transferred under FMS programmes, and the industrial resources essential to meet all life-cycle support tasks for FMS ship transfers. World-class facilities complement master ship repair (MSR)-certified shipyards and master ordnance repair (MOR)-certified electronics and weapon systems firms.

To support vessels transferred to foreign navies, the US Navy has outsourced much of the FMS ship transfer process. The BAV team was selected under best-value criteria as the surface ship supportability contractor for the security assistance programme office (PMS380) of the naval sea systems command and now provides the US Navy and over 40 foreign countries through FMS cases.

The total package

In addition to ship transfer, industrial infrastructure assistance, and follow-on technical support, the BAV FMS package includes life-cycle logistics support and assistance with procurement of US Navy stock and commercial items for outfitting and repair parts.

Configuration management, technical documentation support, ASROC missile support and infrastructure and surveys, upgrades and support also are covered under the BAV umbrella of services.

Abroad or US-based crew functional training is offered, plus development and implementation of fleet training capabilities within a client’s infrastructure.

The BAV advantage

The advantages of using BAV include low risk; multiple shipyards with specific ship-class experience are available when needed and BAV brings broad experience in all classes of ship and the skills required to affect repairs with no learning curve.

Ship systems and solutions are cost-effective, and experience and advanced planning reduces unnecessary new work and the possibility of cost growth. This is because all facilities are available and located on three coasts, eliminating start-up costs. The workforce is flexible, providing in-country support and extensive experience in ship transfer – a benefit from a lessons-learned database. Shipyard teams are among the largest and most experienced in the US. BAV has a long history of quality work for NAVSEA PMS380 and many foreign navies, having demonstrated performance of both navy-quality (MILSPEC) and commercial standards. VSE Corporation

The prime contractor and specialist in managing complex engineering and logistics projects and developing innovative technology products. VSE has provided mobile repair services (tiger teams) worldwide, has proven capabilities in all phases of total ship overhauls and re-activations. Certified as an MOR contractor in 1984, VSE has long experience of supporting US Navy FMS programmes including the Harpoon weapon system in 20 countries.

Booz-Allen & Hamilton

Among the world’s largest management, logistics, and technology consulting firms with proven capabilities of providing in-country follow-on technical support, it has training capabilities in shipboard equipment operation and maintenance, phased maintenance planning and execution and system instruction.

Marine and Industrial Boilers

Since 1972 has provided mobile repair teams internationally to affect overhaul and/or repairs to 600 and 1200 PSI main propulsion boilers; P-1, P-2 and P-3 piping; heat exchangers; condensers and evaporators. Specialises in immediate response to emergent repairs with shipboard riding crews, is national board/ ASME certified with R, S and U stamps.

Instrument Control Services

A demonstrated capability to support precision measurement equipment (PME), instrument calibration certification and to offer logistics support services for naval and commercial ships. Over 25 years’ experience of troubleshooting, repairs, preventive maintenance, calibration and training services for 1,200 PSI naval automatic boiler control (ABC) and automatic combustion control (ACC) systems.

W&W Logistics Division of SPS

Has demonstrated proficiency in purchasing and materials management and outfitting, operating spare items and storeroom issued items (OSI/SRI). Over 25 years’ experience of industrial support includes planned growth and new work, it manages the US Navy FMS fast-line programme for non-standard parts location and procurement, and the British Navy-owned material and spare parts assets for UK FMS transferred ships. The division is prime vendor for maintenance and repair of operations (MRO) support for military bases in the US using a newly designed web-based purchasing catalogue system.

Cascade General

Using experience in repair and overhaul of Knox and Perry-class frigates, Cascade General provides service to a variety of customers and has the largest floating dry dock on the Pacific coast.

George G. Sharp Inc

Over 79 years’ experience of providing naval architecture and marine engineering services to the US Navy and commercial concerns. Sharp’s designs include over 1,500 new constructions, 300 conversions and many modifications. Sharp also offers NAVSEA boiler-readiness improvement, solutions to main propulsion engineering problems, vent duct inspection, cleaning services and risk assessment for safety and survivability issues.

Lockheed Martin

Among the world’s largest defence electronics companies with an extensive background in engineering and system management support. Is an original equipment manufacturer (OEM), including maintenance, repair and implementation of engineering changes for the AN/SQS-53 and AN/SQS-26 series sonars. Leading designer, producer and maintainer of the US Navy’s most capable combat systems.

Atlantic Ordnance and Gyro

Has demonstrated repair, overhaul and maintenance of combat and weapons systems onboard Knox and Perry class frigates, Adams class DDG2s, and LSTs. It is MOR certified and provides gyro compass and navigation systems depot overhaul capability, in-country follow-on technical support in gun/launchers, electronics, radar, fire control and navigation systems. Has training capability in equipment maintenance, electronic equipment overhaul, industrial overhauls, preventive maintenance, and safe-to-sail.

Newport News Shipbuilding

Has the largest US shipyard with domestic and international shipbuilding and repair contracts and offers services on US east and west coasts. Wide experience of building, repairing, overhauling and re-activating surface combatants, this is the only yard in the US capable of building and servicing a full range of surface and submersible ships.

Ingalls Shipbuilding

Owners of the largest surface combatant shipyard in the US. Since 1975 Ingalls has delivered 31 DD 963 Class and four DDG 993 Class destroyers, five LHA 1 Class and four LHD 1 Class amphibious assault ships, 19 CG 47 Class cruisers and three SAAR 5 Class corvettes. Specialists in design, advance planning and configuration management.

Detyens Shipyards

Specialities are repair, overhaul and maintenance of surface combatants with experience in Knox, Adams and Perry classes. Supports a variety of customers, has in-house ability to accomplish all shipboard hull, mechanical and electrical repairs. Has conducted restricted availabilities on FFG 7 Class ships. ©
